The film chronicles the exploits of Los Angeles police officer Newman (Peppard), who has the reputation of a straight arrow and, therefore, is hated by thugs and cops alike. When he gets framed to get him out of the way, he loses the protection of wearing a badge. This exposes him to beatings and assassination attempts, and he realizes that a corrupt cop must be supplying the thugs with information. Originally filmed as a made for TV movie, Universal decided to release it as a feature film to theaters instead.
